Something has turned off my windows security center, and is stopping me from turning it back on (even as an administrator). On top of that there is a hidden process causing my cpu to sit between 20-30%, also something is stoping me from accessing connection and network center. I tryed downloading avg anti-virus since they have worked for me before, but it doesnt detect anything. I also tryed malwarebytes and it does npt detect anything either. Is this a virus or is there a way to fix this problem manually? If it is a virus than is re-installing my operating system my only option?
